Because the New World screwworm flies were among us. They're a Central American creature. They came into the United States starting as far as I can determine, the 1930s in Florida. By the time the eradication program was developed, they literally were from Florida all the way across the south. all the way across Oklahoma, New Mexico, into parts of Arizona for that matter.
