While the initial adoption of the USMCA in 2020 made strides with strengthening certain rules of origin provisions that have benefited domestic steel makers, Trade policies in Canada and Mexico have allowed for surge of global steel overcapacity into North America steel markets. The mandatory six year review of the USMCA presents an opportunity for the USTR to encourage Canada and Mexico to take actionable steps to stem the tide of non North American steel imports that distort U S Markets and harm American steel producers and fabricators.
