You can't be tough on crime if you're not going to be tough on causes. Our educators and police officers are having to respond to crime and so many of societal failures. If we look at the communities that are safest, they're the ones where folks have good jobs with good benefits, adequate mental health resources. Our kids have community centers and places to go and be themselves and have fun after school. Our schools are fully Funded. (45:33–45:44)
