You know, Russia is not. The international system can't hold Russia accountable because Russia has membership in the UN Security Council as a veto member, a permanent member. And One of the few mechanisms to hold Russia accountable, whether they like it or not, is international criminal law. So they don't have to agree or submit to jurisdiction under international criminal law. And so that's one of the few mechanisms available to make sure that they will be held accountable.
