Someone could hide it under his desk, whatever. If he signs it, obviously it becomes law. If he vetoes it, it would come back to us. Now we have veto proof majorities that have already signed on who've already voted for it. On the other hand, that would require something other than Republicans bowing down to Donald Trump.
