When Federal Motor Carrier began their national audit of how states manage their CDL programs, I was more than a little surprised and disappointed when South Dakota was held up as being systemically non compliant in following the federal rules. A hole in the South Dakota system had meant that people who were here illegally... could be driving... with the South Dakota CDL. All states, including South Dakota, need to abide by these incredibly important federal rules. Only people who are here lawfully should be driving on our nation's roads. (00:55–01:07)
