Mr. President, later today, the Senate will move one step closer to confirming nearly 50 executive nominees without the consent or agreement of the Senate Democrats. Last year, Senate Republicans made a change in Senate rules that's fundamentally undermined senators' ability to fulfill our constitutional duty of advising consent.
