I'd like to ask a similar question about the 200 million in that same appropriation bill that was designated for the Baltic Security Initiative. Has that money been released? If it has not been, it should be. I don't know. Has it been released, Senator? So I believe there was a mistake with how the appropriations bill was written. (00:09–00:22)
