Born in Tijuana, Mexico, Chief Rodriguez Brought to the United States as an undocumented child, he joined what he could, got old enough, joined the U.S. marine Corps, where he deployed numerous times, eventually obtaining his U.S. citizenship. Chief Rodriguez testified about the difficulties he's facing in recruiting police officers.
