Good morning. The subcommittee will come to order. Welcome the witnesses and subcommittee members to today's hearing. As I've often said in the subcommittee, This is not a bipartisan committee. This is a nonpartisan committee. And we owe that to those who have served our country. This legislative hearing will continue in that spirit.
