Today I rise in strong support of the Tarmac Carper Water Resource Development act of 2024. My district, the third congressional district of the state of Wisconsin, has the largest contiguous section in the Mississippi river of any congressional district in the nation. We don't have a north or south highway. We've got the Mississippi River. And while there's unparalleled economic, transportation and recreational significance of a region, our communities along the river are subject to flooding due to weather events and aging infrastructure.
