We were the last state to enter Medicaid. We didn't enter it until the mid-80s. I actually was a part time page during the negotiations. But in Arizona we do something odd. We buy Arizona buys managed care policies for Medicaid, functioning as managed HMO policies for the indigent population. We actually do it really well. We were the first ones to do a pharmaceutical benefit management, those sorts of things. (29:00–29:03)
