This conduct title washing is oftentimes directly connected to drug trafficking and violent crime. Our investigation, titled Operation Hot wheels, involves a third party vendor authorized by PennDOT to issue vehicle titles here in the Commonwealth. That individual, 40 year old Adam Richardson of North Philadelphia, abused that authorization to line his own pockets and advance sales of stolen vehicles valued at nearly $4 million. With me today are Captain James Reinert from the Pennsylvania State Police. The Pennsylvania State Police were integral partners in uncovering and taking down this criminal organization.
