Everyone knows what reinsurance is, that behind insurance you get, you get someone else who then reinsures the loss. A good idea. But the problem is it isn't the insurance that's the problem, it's the cost. Kasich's bill, Kasich's proposal doesn't sound okay. I'm trying to get governor to that. I think I've got the latitude to do that. I can't really tell what's going on with this Congress right now. (13:22–13:28)
