I rise to give my no vote explanation on this resolution. This resolution is all sizzle and no steak. It's all glory and no guts. And you don't need to take my word for it. Melissa Samuel, who is the head of the Healthcare association of Michigan, said her organization had significant concerns with the initial executive order and expressed them immediately to Whitmer's administration and to members of the legislature.
