To me, that's made the House representatives a disaster. I think we need to look at the Senate rules that are preventing us from passing legislation. This Congress has done almost nothing legislatively, and that's because of some of the structural things that have to be fixed. I think people are right to be upset about what's not been happening, but then we also have to provide, I think, answers to why that's happening and what we would do differently. (10:09–10:16)
