Republicans and Democrats agreed on spending levels, first in a bipartisan appropriations bill passed in March of 2023, and then again in multiple bipartisan continuing resolutions. When a party controls the White House and both houses of Congress, it always has the power to use the rescissions process to pull a fast one, to agree with the minority party on a budget.
