People think, well, that spreads especially in a bar next time a person's there, oh yeah, I got pulled over. But there was no real consequence. What we want to do is change that so that there is a consequence. My proposal that I introduce session after session is having an ignition interlock device installed on every vehicle where a person is found guilty of drunk driving. It creates a barrier where people then cannot start their vehicle unless they are purely sober. And these things have stopped 400,000 rides over a 10 year period where somebody got behind the wheel blew and the car would not start. (04:27–04:40)
