They have to try and disfigure these districts in a way to dilute Republican voice and representation. Four of Texas's congressional districts were unconstitutional. The Department of Justice warned a couple years ago. Three, the 19th, 18th and the 33rd, they were unconstitutional coalition districts where black and Hispanic voters combined to form a majority.
