Another one would require agencies to evaluate fraud risks before payments are made and give treasury additional authority to flag suspicious payments requested for review. Those tools don't just help Washington, they help state investigators and prosecutors as well. Fraud schemes rarely stop at state lines, and the more effectively federal agencies can identify suspicious activity and share that information, the easier it gets for states to investigate, prosecute, and recover stolen taxpayer dollars.
