And it's no way for a law enforcement agency to behave. That's certainly not how we behave in the city of Milwaukee with our Milwaukee Police Department. I believe that Law enforcement must be conducted with respect and conducted with the least amount of force necessary in honoring the dignity of those that we interact with. That's the message that I deliver to our new recruits in the Milwaukee Police Department. Every single time we have recruits at our police academy every single time. (13:53–14:04)
