They just keep counting the ballots regardless of the time that they showed up at the voting precinct because they have no way of determining when those ballots were mailed. So I had a piece of legislation last Congress that said for every federal election, all mail in ballots have to be postmarked. So that way they couldn't take in ballots after the election was over.
