The ANS makes several changes to the original bill. It converts what was a permanent codification of the Workforce Data Quality Innovation Initiative into a focused five year pilot program with annual reports to Congress, independent evaluation by the Government Accountability Office. It also strengthens learning and employment records by requiring skills to be supported by verification or real world experience as voluntary evaluated skills assessment tools, and reinforces privacy protections by requiring an individual's consent before personal information may be disclosed.
