And one of the reasons that the House Republicans have been so much of a historic failure is their unwillingness to lean on Democrats when there is a bipartisan consensus. There is a bipartisan consensus in the Senate. We pass this bill, We can open up all aspects of the Department of Homeland Security except a couple of narrow departments which are getting funded through a separate process.
