And so they're sort of stroking their chins and running around acting like this is very complicated. It is not complicated. Just pass the DHS bill and it will pass overwhelmingly. The real challenge for House Republicans is that they would rather keep the Department of Homeland Security closed than rely on a bipartisan majority to open it.
