It's not policy based. They've already stigmatized FISA and 702 and conflated the two so much that it's become a political problem for them. But As a practitioner of 702, I believe I'm the only one in this institution that's actually used 702 to save American lives. I cannot in good conscience support any language that is going to impede our law enforcement capability and put us on pre 911 footing. (10:07–10:14)
