To make matters worse, public schools under this program will not have the traditional accountability that public funds usually carry with public schools. Worse still, Students who attend private schools will not have the full protections under federal civil rights laws and may not receive the services that they are guaranteed for a free and appropriate public education under the Individuals with Disabilities Education Act. Furthermore, some schools that receive funds may be permitted to discriminate against both students and staff, including students with disabilities.
