Well, it was very clear that they weren't prepared as clear, despite the heroic efforts of those police officers, one of whom lost his life, many got injured, that the planning wasn't there. The perimeter was not secure. They put up little steel areas that looked like bicycle racks. And they weren't where they weren't manned, they didn't have enough people.
