The French have been reluctant and behind the Japanese have been stepping up because so much of their energy is dependent on the Straits of Hormuz being open. And certainly you're seeing Countries like Kuwait, the UAE, others in that Gulf region. They're getting to a critical point where they will literally do damage to the oil pumping systems if they cannot keep it moving. And they're running out of storage, which means it has to get on ships, it has to get through the straits and offload it to these refineries. (11:43–12:00)
