And Democrats now have a fighting chance to to flip both chambers. In 2026, restrictions on ballot drop boxes and absentee ballot returns were lifted by the state. Those things made a big difference. Tammy Baldwin won by 910 of a point in the Senate race in 2024, in part thanks to the fact that the state was less rigged for Republican control.
