If you want to not do one bad thing, which is to cost tens of thousands of American lives every single year by ripping people off their health insurance, all you have to do is not hand giant piles of money to the wealthiest people in the world. And frankly, the American public doesn't like tax cuts for the elsewhere wealthy or cuts to health care that people rely on. So this would be much more popular if you did neither of those two things.
