So term limits alone isn't enough. We've got to get back to actually doing a budget instead of just a continuing resolution. You know, We haven't done that for 20 years, actually passing a budget. There's supposed to be 12 appropriation bills. We haven't done that. And so it's more than just term limits. We've got to break this kind of doing it the way it's always been done. (25:37–25:41)
