The tension between the executive and the legislative is real. And once the legislature knows they can eat your lunch and they can beat you, that's a pattern that is very hard to change. You look at the governors who have been successful. They dominated the legislature. When you have a legislature dominate the executive, it's very hard for that executive to be successful and effective.
