Unless you intend to release all the people on Rikers island, which is the democratic socialist policy, The county jails are not going to be built. It was a mistake. The whole plan was a mistake. They are years late, billions over budget. I would say scrap the county county jails, build new jails on Rikers island, provide ferry and bus transportation for people from the other boroughs to visit on Rikers island, and then use the existing four sites for commercial residential.
