It's going to be on merits and it's every census. Now Texas makes this apparently grossly political move. Do other states have to respond in kind to do that? In New York, you would have to repeal that constitutional amendment. And to do that, you'd have to pass a law, put it on the ballot and get it passed. Do you think that New York should. Or do you think it's better to have that integrity that all these groups had supported at the outset, but now you see other states are taking this more political attack. (47:13–47:27)
