We've paid $30 billion through meaningful use to hopefully get to interoperability. But really we got as far as electronic, but it still created siloed versions of the same thing. And then We've had TEFCA and the QHINs and coming through the 21st Century Cures act, it's helped to drive a lot of network and interoperability. And of course we've had CMS interoperability rules and others that have been driving interoperability. But when you put it all together and your average experience, it's just not working the way it should. (04:16–04:24)
