Now, 1 in 5 Californians, our state population is nearly 40 million. I think 8 million Californians are exposed to flood risk each and every year. California is actually home to several high risk areas, but the most at risk area in the nation for catastrophic flooding is the Sacramento Natomas Basin, just outside our state capital.
