Pennsylvania requires the county to wait until 7am on election morning to begin processing the mail in ballot envelopes at all. And I know this sounds obscure and I know it sounds mundane, but It's the reason why Pennsylvania has results reported later than so many other states. Democratic dominated states, Republican dominated states are able to report the results, you know, by around midnight. That's not our case in Pennsylvania because the law doesn't allow mail in ballot pre canvassing. (09:06–09:13)
