Today, we are choosing to be leaders. But to truly innovate and lead, we must have clear goals and an understanding of the lay of the land. And that's why The proposal the House put forward a few days ago would require Virginia to take a comprehensive assessment of where we are, where we want to be, what barriers stand in the way of innovation, and what array of options we as leaders could pursue to make Virginia the national leader in setting standards for an industry, for our country and arguably for the world. And with time running out to fund our state government, I want budget negotiators in both chambers to know we can make smart public policy decisions while protecting the environment and making smart investments in 21st century technology.
